Title:
  Partial upgrade dialog confusion

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  Similar to Bug #120689, but that bug is for an older update-manager
  rather than raring's.

  I'm being informed "Not all updates can be installed. Run a partial
  upgrade, to install as many updates as possible". Buttons are
  "Settings...", "Partial Upgrade" and "Continue".

  This is confusing, and I don't know how to proceed. Reading that
  message, "Partial Upgrade" and "Continue" are the same thing. There is
  no "Cancel" to backout. I'm stuck unless I just close the dialog.
