  Update Manager has no Window Decoration when it starts automatically

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  If it starts automatically, Update Manager has no Window Title, no
  Close/Maximize/Minimize buttons, and the window can not be brought
  forward by clicking. But when invoked manually by any method (via
  dash, launcher, the cog menu, etc), it shows up just fine.
