This is the expected behavior from upstart for a job that has an
'instance'.  If the puppetlabs package doesn't know how to handle this,
it's a bug in that package.

Status in “plymouth” package in Ubuntu:
  Invalid

Bug description:
  Executing "status plymouth-ready" outputs "status: Unknown parameter:
  UPSTART_EVENTS". I'm not sure what the desired behaviour for this is,
  but it's an issue for me as it prevents  the puppetlabs supplied deb
  of puppet, version 3.2.2-1puppetlabs1 from being able to generate a
  manifest of services.
