My JNLP file is set for the application to run offline, and creates a
desktop launcher.

It works fine if I have Internet access, but if there is no Internet
access, javaws reports an error, saying it can't read or parse the JNLP
file (which is in cache).

I have tried setting <update check="background" policy="prompt-update"/>

But that had no effect.  Check="timeout" also had no effect.

The only way I can get it to work is to add the "-noupdate" option to
the desktop launcher.

I do not have this problem on either Mac OS X, or Windows.  Windows
never updates, but Mac OS X works the way the documentation says it
should, namely, if it can't check to see if the cached version is the
latest version, it runs it offline.

Adding -noupdate to the desktop launcher is a nightmare to document,
because of how different the method of doing it can be from distribution
to distribution.

Bug description:
  Icetea does not use cached files. The application will always be
  download all times the application starts. The directory .icetea/cache
  contains all downloaded jaras but ignores them.
