I have figured out that even after removing console-setup there is still
its configuration in the initrd left which causes this behavior.

Status in “console-setup” package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: keyboard-configuration

  I'm using Ubuntu 11.04 dev with keyboard-configuration 1.57ubuntu14. I
  have choosen a german layout but the console tty1 has still the
  english layout. Even dpkg-reconfigure keyboard-configuration and a
  reboot doesn't changed anything.

  But I figured out that installing console-setup solves the problem.
  The curious is that purging console-setup and it's dependencies and
  making a reboot will keep the german layout in the console.
