[Bug 1190965] [NEW] reinstall crashed: "could not remove system files".

Public bug reported:

Installer stopped during reinstall, reporting that it could not remove system files from the existing disk.
Existing disk was 1 13.04 install that was not boot ing due to another disk going bad and being removed.
Install offered oftion of unmounting /dev/sdb (the Ubuntu disk), but this did not help.
/dev/sda is Win XP - boot sector was being written to /dev/sdb.
