That's the last comment from the Debian Bug (from the Maintainer):

It seems the upstream makefiles don't install that library for
some reason.

But you probably shouldn't use eu-ld for anything.

Bug description:
  Binary package hint: elfutils

  Ubuntu 8.04, elfutils 0.131-3.

  Any attempt to get eu-ld(1) to do something other than print help,
  etc. gives

      $ eu-ld j.o
      eu-ld: cannot load ld backend library 'libld_elf_i386.so': libld_elf_i386.so: cannot open shared object file: No such file or directory

  This isn't an error in loading eu-ld itself, but an error from eu-ld's
  own source.  I've tried searching for the missing *.so using Ubuntu's
  package search web interface and can't find it.  Perhaps this is a
  broken dependency?
