This is probably update-manager which handles regular software updates
of Ubuntu and not the ubuntu-release-upgrader.

Title:
  Software Updater connection

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  Fault: Software Updater
            Failed to download repository information
            Check your Internet connection

     Settings:
            (Usual) Download from: Server from United States
            also tried       Main Server
                                   Indonesia automatic choice   
     There is nothing wrong with my local connection, all downloads
     are coming fast and clean. On the Windows partition I have
     App ToolWiz computer and Internet permanent monitor.
     Ubuntu Software Center works very well, and fast.
     Ubuntu performance: very good, have no faults to report at all.
     Since I re-installed Ubuntu-13.04 to  100Gb partition, it came
     very stable and fast.
     Last big automatic update: 2 weeks ago, after fresh installation 
     of Ubuntu-13.04. Settings followed recipe from OMG.
     All Apps came from Ubuntu Software Center, except WPS Kingsoft,
     download and instructions from OMG, installed with Ubuntu 
     Software Center, worked immediately without problem.
