<cjwatson> TBH this is basically that the Recommends was incorrectly not noticed in raring
<cjwatson> So I'd say adduser should be left where it is and drop the Recommends to Suggests

Bug description:
  Our initramfs size increased from 14 MB (raring) to 31 MB for 3.9.0-2
  on May 28, and since then shrinked back to 23 MB today; that's still a
  big increase we need to investigate/fix.
