zgrep is provided by either gzip or zutils package. It is not provided
by grep package. (These are at least true for recent Ubuntu releases)

  Confirmed

Bug description:
  Binary package hint: grep

  The -h option doesn't turn off the print file name on output. It works
  only with --no-filename option.

   -h, --no-filename
                Suppress  the  prefixing of file names on output.  This is the default when there is only one file
                (or only standard input) to search.
