zgrep is not provided by grep package.
It is provided by either gzip (pre-installed) or zutils package.

Install zutils package package manually may work around your issue.

** Package changed: grep (Ubuntu) => gzip (Ubuntu)

Title:
  zgrep recursive search not working

Status in “gzip” package in Ubuntu:
  New

Bug description:
  Grep Version: 2.12
  Ubuntu Version: 12.10

Running "zgrep -r" reports the following message:

  /bin/zgrep: -r: option not supported

Since the man page for zgrep indicates that all options are passed
directly to grep I would assume that all grep options are supported by
zgrep. If gnu zgrep does not support all grep options then the man
  page should indicate this.

As a side note, BSD zgrep does support recursive search.
