Public bug reported:

I upgraded from 11.04 fine with the exception of some driver issues with
my Nvidia.  That resolved I received the error.  The reason I am
reporting this as a new bug.  Is because the other bug which looked
similar said that the upgrader-core was not installed.  I am pretty sure
this is not the case with my system.
