If turning on -proposed should not have a UI out-of-the-box (bug
254584), then switching from phased to immediate updates should not
either, for exactly the same reason. Developers or testers who want to
do either should be able to do so in the Contributor Console.

Status in “software-properties” package in Ubuntu:
  Triaged

Bug description:
  update-manager is aware of an apt configuration option to either
  "Always-Include-Phased-Updates" or "Never-Include-Phased-Updates",
  however there no user interface for creating or changing this setting.
  I think it makes sense for software-properties (probably in the
  "Updates" tab) to have the ability to set the option as to whether or
  not phased updates are always or never included.
