my guess is that the directory exists in your squashed filesystem by
mistake.

  Invalid

Bug description:
  I customize 13.04, but in the /usr/share/initramfs-tools/scripts
  /casper-bottom/25adduser the chroot /root /usr/lib/user-setup/user-
  setup-apply > /dev/null don't copy file from /etc/skel.
