Sorry for letting the patch bitrotten. We now have a --vendor parameter
that you can set to Debian or Ubuntu. In addition, you can set
DEBCHANGE_VENDOR to permanently change the vendor.
What's missing to close this bug is to add DEBCHANGE_DISTRIBUTION. Are
you willing to refresh the patch? Besides the refresh, this new
environment variable needs to be documented in the man page. It would be
nice to have test cases for the new option. What should happen, when you
set DEBCHANGE_DISTRIBUTION to an Ubuntu series, but prepares an entry
for Debian (or vice versa)?

Binary package hint: devscripts
It would be nice if I could set dch to default to "unstable" instead
of "precise" for distribution. Obviously, this is just an example.
Currently dch always sets distribution to whatever release it is run
on.
