[Bug 1202826] [NEW] Ubuntu 13.04 version hardcoded into DistUpgrade/DistUpgradeQuirks.py

On line 513 of DistUpgrade/DistUpgradeQuirks.py, the 13.04 version
number is hardcoded into the file.  It looks like this is meant to be
the current release instead of 13.04 specifically, but I could be wrong.
I found it while doing some translation work.
