[Bug 1202307] [NEW] update-notifier-crash job does not always exit cleanly

Public bug reported:

initctl list on my user session currently shows the following jobs:

$ initctl list|grep notifier-crash
update-notifier-crash (/var/crash/_usr_bin_nm-applet.129.crash) start/running, process 3752
update-notifier-crash (/var/crash/isc-dhcp-server.0.crash) start/running, process 3742
update-notifier-crash (/var/crash/_sbin_init.0.crash) start/running, process 3744
update-notifier-crash (/var/crash/_usr_sbin_unity-greeter.129.crash) start/running, process 3760
$

And ps shows:

vorlon    3760  0.0  0.0   4440   628 ?        Ss   09:00   0:00          \_ /bin/sh -e /proc/self/fd/9
vorlon    4397  0.0  0.0   4440   608 ?        S    09:00   0:00          |   \_ /bin/sh -e /usr/bin/apport-bug /var/crash/_usr_sbin_unity-greeter.129.crash
vorlon    4409  0.0  0.9 695212 37756 ?        Sl   09:00   0:01          |       \_ /usr/bin/python3 /usr/share/apport/apport-gtk /var/crash/_usr_sbin_unity-greeter.129.crash

But I have no apport-gtk windows on my screen.  This report *did* pop
up, but I then got a dialog saying the problem could not be reported due
to outdated packages.  I dismissed this dialog, but the job apparently
did not go away.

Not sure if this is an update-notifier or apport bug.
