We specifically removed the plugin from media since it has the potential
for many security issues. See Bug #1033575 .

Bug description:
In my opinion, icedtea-plugin should be a dependecy of java-common.
For non-experienced users can be very strange that having Java
installed, it doesn't works in the web browser. It happened to me, I
even thought Java didn't work in web browsers in Linux. So, I think
icedtea-plugin should be a dependency of java-common in order to make
it easier (and logical) to all users.
