Steps to reproduce:
1. Install raring desktop/ server
2. Run do-release-upgrade -d to upgrade it to Saucy. Confirm upgrade and enter the password.
Now the above error could be seen. This happens even when you do "sudo apt-get update && sudo apt-get dist-upgrade" before running do-release-upgrade -d.
The same error is seen when I ran update-manage -d.
