[Bug 1199908] [NEW] Unexpected keyboard layout switch to Russian when typing FT or RT key sequence

Public bug reported:

To repro:

1. Add Russian keyboard.
2. Set layout switch key combination to Ctrl+Shift (does not repro otherwise as far as I see)
3. With US layout active, start typing MSFT :)
4. It comes out as MSFЕ (the last character is Russian Е), also keyboard layout is switched to Russian unexpectedly.

Turns out that this always happens for FT or RT (and sometimes BT)
character combination. Second character comes out as Russian Е and
layout changes.

I can reproduce this very easily 100% of the time on my keyboard, which
works fine when booted into Windows on the same machine (with same
layout config).
