mountall doesn't create device nodes for encrypted swap, cryptsetup
does.  What is your /etc/crypttab for this system?  Are there any
relevant /var/log/upstart/cryptdisks*.log logs?

  Swap partition can't be enabled

Status in “cryptsetup” package in Ubuntu:
  Incomplete

Bug description:
  I'm using Ubuntu 13.10 dev with mountall 2.48build1. On booting my
  system the swap partition doesn't get enabled. Trying to enable it
  manually will result in the following error:

  root at ubuntu:~# swapon -a
  swapon: /dev/mapper/cryptswap1: stat failed: No such file or directory
