When I navigate to "Boot from EFI file" while in Secureboot, the USB key
is not visible, only the system disk with Win8 on it.  One of my
colleague who just got a different HP laptop reported that he needed to
use a USB 2.0 port to get it working, but he was able to install Quantal
on his HP laptop with Secureboot enabled.

Regarding your last comment (deleting the EFI/ubuntu/grubx64.efi), I no
longer have this setup installed, so I wouldn't be able to test but I
will keep an eye on this for the next install

Bug description:
  It is currently impossible to install the following Ubuntu version on
  an HP sleekbook 15 laptop without changing the BIOS to "Legacy Mode".
  The following tests have been performed :

  Quantal Legacy=N Secureboot=Y Key visible=N  NOK
  Quantal Legacy=N Secureboot=N Key visible=N  NOK
  Quantal Legacy=Y Secureboot=N Key visible=Y  OK

  Raring Legacy=N Secureboot=Y Key visible=N  NOK
  Raring Legacy=N Secureboot=N Key visible=N  NOK (1)
  Raring Legacy=Y Secureboot=N Key visible=Y  OK (picture1)(2)
  (daily build)

  Precise Legacy=N Secureboot=Y Key visible=N  NOK
  Precise Legacy=N Secureboot=N Key visible=N  NOK (1)

  (12.04.02 daily build)

  
  (1) Existing Quantal install was visible and bootable
  (2) Raring installer hangs on Plymouth right after the mouse's arrow appears
  (3) Installation completes correctly but cannot be rebooted

  In order to confirm that USB key visibility was not a hardware issue,
  I created a Win8 recovery USB key which is correctly seen by the
  laptop and can be booted from. An image of the key can be  made
  available.

  FInally, the laptop is an Ubuntu certified laptop (pre-load only) :
