`sudo locale-gen --purge` actually worked for me. Thanks Gunnar!

Bug description:
In the "Language" tab of the "Language Support" window it shows
several variants of English, German, French, Norwegian, and Chinese.
If I click "Install / Remove Languages" the checkboxes for English,
German, French and Norwegian are all checked. All the Chinese variants
are unchecked.
I discovered this while trying to simplify my language selection in an
attempt to avoid a reproducible crash in jockey-gtk - I'm suspecting
that this discrepancy could have something to do with it.
