Sorry. That must have been added in later version of Software Properties
(it's been a while since I last used Ubuntu 10.04).

Title:
  Unable to run update manager

Status in “update-manager” package in Ubuntu:
  New

Bug description:
When I try to run update manager, I get the following message:

  Could not calculate the upgrade

An unresolvable problem occurred while calculating the upgrade.

Please report this bug against the 'update-manager' package and include the following error message:
'E:Error, pkgProblemResolver::Resolve generated breaks, this may be caused by held packages.'

Please note that I'm running ubuntu 10.04 and simply checking for
udpdates, not trying to upgrade to more recent release. When I try
to determine the package version via 'apt-cache policy pkgname', I
  get:

  Unable to locate package pkgname
