This bug is separate from the Bug #1100681 and web site of the previous
bug is: https://bugs.launchpad.net/ubuntu/+source/ubiquity/+bug/1100681.
It is used for a Chinese customized release named "UbuntuKylin" . We

example, UbuntuKylin need to retain the "Welcome" page for selecting
language, but skip the "Preparing to install Ubuntu" page. Also, it
needs to skip the keyboard selection page, the default is U.S. keyboard,
rather than select it in installing process.
