The reason I put this in grub-pc et al is that running update-grub when
the kernel is updated is part of GRUB owning the boot process, which is
part of the definition of grub-pc et al (as opposed to *-bin).

In your case, I think it would perhaps be better to have grub-kexec-bin
and grub-kexec packages, as we've discussed before.

Bug description:
  The script zz-update-grub is installed with the arch specific binary
  packages (e.g. grub-pc, grub-ieee1275).

  It in fact is not specific to any of these packages and should instead
  be installed by the -common package.

  One benefit of this is that there are systems with build-in grub as a
  boot loader in firmware, which simply look for /boot/grub/grub.cfg on
  the hd. In this way, these systems need only install grub2-common to
  work.
