Looking at the log files (apt.log) for the successes and failures there
is a clear trend. For the successful upgrades we this first:

Log time: 2013-01-15 22:56:57.981407
  Installing kde-runtime as Depends of partitionmanager
    Installing libattica0.3 as Depends of kde-runtime
    Installing libexiv2-11 as Depends of kde-runtime
    Installing libjpeg8 as Depends of kde-runtime
      Installing libjpeg-turbo8 as Depends of libjpeg8
        Installing multiarch-support as PreDepends of libjpeg-turbo8

For the failing upgrades this appears first:

Log time: 2013-01-16 23:02:07.758965
  Installing r-base-core as Depends of r-cran-multcomp
    Installing libjpeg8 as Depends of r-base-core
      Installing libjpeg-turbo8 as Depends of libjpeg8
        Installing libc6 as Depends of libjpeg-turbo8
          Installing libc-bin as Depends of libc6
        Installing multiarch-support as PreDepends of libjpeg-turbo8

Title:
  "E:Error, pkgProblemResolver::Resolve generated breaks" during
  lucid->precise universe upgrade of amd64

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  The following error occurred during lucid-precise upgrade of universe
  packages of amd64

  ERROR Could not calculate the upgrade An unresolvable problem occurred while calculating the upgrade:
  E:Error, pkgProblemResolver::Resolve generated breaks, this may be caused by held packages.

   This can be caused by:
   * Upgrading to a pre-release version of Ubuntu
   * Running the current pre-release version of Ubuntu
   * Unofficial software packages not provided by Ubuntu

  This could be due to broken dependency (the following is the extract
  from  apt.log)

  Investigating libcv-dev
  Package libcv-dev has broken Depends on libopencv-features2d-dev
    Considering libopencv-features2d-dev 8 as a solution to libcv-dev 2
    Holding Back libcv-dev rather than change libopencv-features2d-dev
  Done

  The impacted job is

  The logs are attached
