Both ideas are way too nagging in my opinion.
Currently(?) or in former versions of Ubuntu you just had the Menu Button being colored differently, i.e. red.
This would be enough for me to know I need to restart soon.
However I do not want to be restricted or distracted while having not
restarted, e.g. I need to finish important work first, so I need full
concentration.
Also it's the users freedom to not restart soon, so the user should not
be jailed in any way there.

Bug description:
The latest updates to "software updater" in 12.10 has only given one
option in the pop up after installing updates and that is to restart,
where is my restart later or close option?
This is a big usability bug!
