[Bug 1134114] [NEW] Upgrade from 11.10 to 12.04 error libc-bin

Public bug reported:

I have a VPS (Virtual Private Server) running on OpenVZ. My provider
give working install of Ubuntu 11.04, and I want to have latest 12.10.
I've run do-release-upgrade from 11.04 to 11.10 and all went ok, I have
runing 11.10 now. But when I try to upgrade do 12.04 I got an error. All
logs are in attachment.
