@gcb: You are right, and that's by design.
Personally I don't see a problem with it in practice. The point with
having non-admin accounts is to prevent certain users from doing certain
things. Users of such accounts typically do not know any admin password.
If you want to do admin tasks once in a while without switching to an
admin user, just be logged in as an admin users all the time.
This aspect of Language Support is covered by the discussion at bug
1008344.

Bug description:
non-administrator users can mount drivers, install packages and change
other system settings when they 'unlock' some screen with the
administrator password.
the same is not true for language support.
the button for adding/removing language support is always disabled.
