  Development packages are ordered above "Ubuntu base" packages

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  When development packages are installed, updates to them are shown
  individually at the top level, above "Ubuntu base", when people are
  likely to care more about the latter.

  One solution would be to group development packages into a single
  group.

  Another would be to still show them individually, but sort them below
  "Ubuntu base".
