It has not been agreed to merge this yet. If we do merge it, release
noting it will be a good idea. (also iso tracker test cases will need to
be modified,  possibly other actions....)

Bug description:
  In 13.04 the ‘Choose a picture’ step will be removed, as it is not
  used widely in the Ubuntu experience and provide limited add-on value
  to users.
