  Ubuntu core installer pops up randomly when not desired

Bug description:
  1. Boot up Ubuntu
  2. Plug in Android Nexus 7
  3. ??
  4. Ubuntu core installer popup appears. Do not want!

  I only want to plug my Android device in to a) charge [slowly] and b)
  put media on/off it, not flash it.
