[Bug 1117936] [NEW] apt dist-upgrade generates grub.cfg multiple times

Public bug reported:

I ran a dist-upgrade and had to upgrade memtest, linux image.
When those packages got installed, apt generated a new grub.cfg file. Same thing happened when apt configured them.

This is just a minor bug, the grub.cfg was generated 4 times and it was
noticeable on my machine (which is slow) because each time it took about
2 minutes.
