Okay, time to make a fool out of myself publicly :-)
The reason why all those tests failed with UEFI+secureboot is that the
image used for all the tests was :
ubuntu-12.10-desktop-amd64+mac.iso
The +mac iso image DOES NOT HAVE the EFI bits needed to be seen by the
laptop.
Using the proper ubuntu-12.10-desktop-amd64.iso file works perfectly
well.
So for reference, make sure that you are NOT using the +mac image to
install.
The raring image was also tested correctly, so I'm marking everything as
Invalid

Bug description:
It is currently impossible to install the following Ubuntu version on
an HP sleekbook 15 laptop without changing the BIOS to "Legacy Mode".
The following tests have been performed :
Quantal Legacy=N Secureboot=Y Key visible=N NOK

(1) Existing Quantal install was visible and bootable
(2) Raring installer hangs on Plymouth right after the mouse's arrow appears
(3) Installation completes correctly but cannot be rebooted

In order to confirm that USB key visibility was not a hardware issue,
I created a Win8 recovery USB key which is correctly seen by the
laptop and can be booted from. An image of the key can be made
available.
FInally, the laptop is an Ubuntu certified laptop (pre-load only) :
