Bug description:
  Hello!

  I have tested Edubuntu amd64 (29384bfb45141e1d94d7502779e100f0
  *raring-dvd-amd64.iso 20130206), on live usb persistent.

  1) On System Settings > Bluetooth , I have selected the Bluetooth on mode "OFF" (view 1° screenshot attached).
  2) Restart the system.
  3) Bluetooth is still on mode "ON" (view 2° screenshot attached).
