[Bug 1116529] [NEW] When should iced tea ask jar permissions locally?

Public bug reported:

Ubuntu 12.04
Firefox 18.0.1
IcedTea 1.2.2ubuntu1.3

When tracking back the source of this error:

java.lang.NoClassDefFoundError: jimm/datavision/layout/LayoutEngine

I find that IcedTea javaws has not asked permissions from the local user
for the relevant jar (loaded in a separate .jnlp file) - see javaws
stdout attached.

It doesn't seem to matter for jars which are loaded inthe same thread,
but this report writer (and the javamail also affected) start on a new
Thread.

Is this a bug, or is there a setting which I am missing?
