Please sync libhamcrest-java 1.3-4 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * d/control: Drop testng from Build-Depends; its only referred to in
    some obscure examples which are not compiled or distributed.

Debian has merged the same changes like Ubuntu.

Changelog entries since current trusty version 1.3-3ubuntu1:

libhamcrest-java (1.3-4) unstable; urgency=medium

  * Removed the unused build dependency on testng
  * Standards-Version updated to 3.9.5 (no changes)
  * Switch to debhelper level 9
