This has changed in Saucy and debconf suggests the proper packages.

Suggests: debconf-doc, debconf-utils, whiptail | dialog | gnome-utils,
libterm-readline-gnu-perl, libgtk2-perl (>= 1:1.130), libnet-ldap-perl,
perl, libqtgui4-perl, libqtcore4-perl

  Fix Released

Bug description:
  package debconf in precise has file:
  /usr/share/perl5/Debconf/FrontEnd/Kde/Ui_DebconfWizard.pm

  in this file on line 7 is:
  use Qt3Support4;

  So debconf need perl module Qt3Support4.pm which is in package
  libqt3support4-perl, but debconf in debian/control does not have this
  dependency. Please add this missing dependency on package
  libqt3support4-perl.
