This code is already merged into the ubuntu/master branch so it will be
fixed with the next upload.

Bug description:
  Unpacking libltdl-dev:arm64 (from .../libltdl-dev_2.4.2-1.3ubuntu2_arm64.deb) ...
  dpkg: error processing /scratch/packages/install-arm64/./libltdl-dev_2.4.2-1.3ubuntu2_arm64.deb (--unpack):
   trying to overwrite shared '/usr/share/libtool/libltdl/Makefile.in', which is different from other instances of package libltdl-dev:arm64
  Errors were encountered while processing:
   /scratch/packages/install-arm64/./libltdl-dev_2.4.2-1.3ubuntu2_arm64.deb
  E: Sub-process /usr/bin/dpkg returned an error code (1)
                                                         (t) $ 

  it is correct to give the error, but there seems to be a bug that in
  that cause the terminal isn't reset before exiting. is this a dpkg or
  an apt issue?
