  update-manager shows no reason for a failure

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  when updating lubuntu 13.10, I was asked to use update-manager instead
  of apt-get update and apt-get dist-release. There is no progress shown
  and the attempt failed with no obvious error message, when there
  should have been two 404 errors.
