I started from a server install of 10.04 on which I added Xubuntu. Unity 
must have gotten picked up along the upgrade path.

Bug description:
  Upgrade failed from latest raring to saucy development. Success was
  expected. Fortunately it was done in a sandbox so no damage occured.

  An unresolvable problem occurred while calculating the upgrade:

  blacklist."
