Public bug reported:

The default Linux keyboard repeat rate is set about as fast as it can be
(in terms of the timeouts it will respect). This makes it almost, if not
entirely, impossible to successfully and accurately complete a server
(or desktop alternate) install over any kind of network latency (e.g. a
KVM session to a machine on another continent).

At the very least the server install image should include kbdrate, but
ideally the installer image would simply drop the timeout to levels more
reasonable in a world of fixed circumference and optic fibres.
