Please sync libffi 3.0.13-4 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Use multiarch tuples for the non-default biarch installs.

Debian contains already our patch.

Changelog entries since current saucy version 3.0.13-2ubuntu1:

  * Fix symbols file for s390x.
