Same here. Bug appeared 08/16 on Xubuntu 13.04 (live "Voyager" edition)

  Text not visible in  Software Updater dialog (update-manager GUI) when
  updated software is available.

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  Software Updater displays the message: "Updated software is available for this computer.  Do you want to install it now?"
  However, the Details of updates list is blank.
  Software Updater displays the size of the download.
  The Technical decription, Changes text area is blank.
  The Technical decription, Description area is also blank.

  When update-manager is run from the commandline, the only output is...
