Thanks for taking your time to report this issue and help making Ubuntu
better.

I have the same weird issue with update-manager 1:0.186.1 on Ubuntu
13.04. According to the updates indicator, 19 updates are available,
though only five of them are listed when I open the update-manager. As
for you, I get the complete list when running `apt-get dist-upgrade`.

** Changed in: update-manager (Ubuntu)
       Status: New => Confirmed

Title:
  Update-Manager doesn't show all updates

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  System: Ubuntu 13.04
  Update-manager version: 0.186.1

After starting update-manager and checking for new update, not all updates are shown.
The size of updates to be downloaded matches the size of the updates shown by apt-get upgrade.
Please see the attached screen shots (German language) for further information.

I expect that all updates available are shown in the top window
  section.

Best regards and thanks for the support
  Domar
