I have the same problem (3.8.0-27-generic). I updated my system using
apt-get and then started update-manager from the command line to see if
anything interesting would show up. Having found nothing (correct) it
gave me a message (attached) asking me to reboot for the changes to take
effect. This is reproducible.

Bug description:
  Software Updater displays the message: "Updated software is available for this computer.  Do you want to install it now?"
  However, the Details of updates list is blank.
  Software Updater displays the size of the download.
  The Technical decription, Changes text area is blank.
  The Technical decription, Description area is also blank.

  When update-manager is run from the commandline, the only output is...
