Status in “console-setup” package in Ubuntu:
  New

Bug description:
  Particularly, if you have "Both Shift keys together toggle a CapsLock"
  option enabled under "Miscellaneous compatibility options" in the
  Keyboard Layout options dialogue, [Alt] + [Shift] combination will
  only work if you press [Shift] + [Alt], not the other way around,
  which is weird and unexpected behaviour.
