intentionally removed libapache2-svn to unblock the transition to apache
2.4.

libapache2-svn has always been in universe in Ubuntu, so needs
volunteers to help Debian fix this.

Bug description:
  The package does not exist in saucy - and  mod_dav_svn.so is not
  provided by any other package.
