See http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=712004 and
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=666794. Debian
intentionally removed libapache2-svn to unblock the transition to apache
2.4.
libapache2-svn has always been in universe in Ubuntu, so needs
volunteers to help Debian fix this.
