What version of the openssl packages are you using?
The proposed upstream fix is already included in Ubuntu 12.04 in the
lp1020621.patch patch.
It would also help if you could provide a way of reproducing this
without requiring whatever you're running on port 4190.

A quick bit of internet research suggests there is a discrepancy
between the version of openssl PHP was built against and the system
version.
